Right, it's true that oil and gas income has allowed the states of the Gulf Cooperation Council- the United Arab Emirates, Saudia Arabia, Qatar, Bahrain, Kuwait, and Oman to not enforce personal income taxes upon its citizens.
No personal income taxes in GCC states attract European workers. (This in addition to English-speaking workplaces, generous pay, and high quality of life) There are about 120,000 British nationals living in UAE alone and another 30,000 in Saudia Arabia.
